The "carrot and stick" approach (also "carrot or stick approach") is an idiom that refers to a policy of offering a combination of rewards and punishment to induce behavior. It is named in reference to a cart driver dangling a carrot in front of a mule and holding a stick behind it. The mule would move towards the carrot because it wants the reward of food, while also moving away from the stick behind it, since it does not want the punishment of pain, thus drawing the cart.
The idiom is used in the field of International Relations to describe the realist concept of 'hard power'. The carrot can stand for tax cuts or other benefits, the stick can stand for the use of (psychological) violence and threats by the government.
In modern usage, the idea has also come to be used in a related idiom, "the carrot or the stick." This refers to the process of weighing and/or deciding whether a desired behavior would be better induced via the enticement of benefits or the threat of punishments.[1]
The earliest citation of this expression recorded by the Supplement to the Oxford English Dictionary is to The Economist magazine in the December 11, 1948, issue. Earlier uses of the expression were published in 1947 and 1948 in Australian newspaper commentary discussing the need to stimulate productivity following World War II.[2][3] An earlier American example was published in February 1948 in a Daily Republic newspaper article discussing Russia's economy.[4]

美國聯儲局在上周議息之後,決定不加息。而其中市場猜測,聯儲局不加息的決定,或多或少是因為7月發生的A股下挫及人民幣貶值事件所影響。因國際金融市場不穩定,避免加息造成市場的震盪。 超低息環境 恐陷流動性陷阱 如果屬實,代表中國的影響力愈來愈大,但相信這只是眾多因素之一,不會是決定性的。而根據美國的情況,其實有加息的需要,但加息的時間,就成了重要的決定(經濟及政治)。 自2008金融海嘯發生之後,美國實行量化寬鬆及減息,把聯儲利率降至零至0.25厘。聯儲利率降至0的水平,原則上降無可降,這意味着以減息去刺激經濟的貨幣政策已經被廢掉了。問題是長期持零息,對經濟究竟是利多還是弊多? 金融海嘯發生初期,金融體系大受影響,市場上的流動性及資金不足,聯儲局量寬政策,確實起到了金融體系穩定性的作用。最少銀行及金融機構,能夠用超低息的方式,取得資金繼續運營。但7年多過去了,美國的金融體系早已回穩,維持超低息環境對經濟未必有利,因經濟可能陷入經濟學上的流動性陷阱之內,就算加大貨幣供應,也未必能夠刺激經濟。究其原因,雖說名義上利率很低,但未必是所有企業都能受惠,因企業未必很容易獲得貸款。 壞帳抵押品變熱錢 未惠經濟 對於銀行而言,獲得便宜資金是好事,但放款之時,有另外的考慮,就是貸款人的償還能力,即銀行能否收回本金及利息的風險。假設銀行資金成本是一厘,銀行在資金成本上加上溢價貸款出去,銀行會加多少溢價才肯貸款出去?如果針對企業客戶,銀行會擔心企業的還款能力。例如用兩厘把錢貸出去一年,只要企業無力還款,那麼銀行便要損失100%本金。銀行要多做50個客,才能補回損失;如果貸款利率為3厘,要做多30個客才能補回;如果貸款利率為5厘,20個客就夠;如果10厘,多做10個也能補回。因此銀行貸款利率高低很重要,以及企業的壞帳率高低是關鍵。但因為競爭關係,以及企業的評級機制,銀行貸款利率很多時與公司評級掛鈎,但假若收取的真實貸款利率真偏低的話,銀行會傾向不貸。特別是金融海嘯期間,經濟低迷,企業不能償還的貸款風險大增。 銀行怎樣管理多餘的流動性?如果借貸人能夠提供抵押品,最好是具流動性的抵押品,銀行就較為喜歡,例如是股票,債券等。銀行假設不能全數收回貸款,也可以把抵押品賣掉套現。因此在量寬期間所產生的流動性,未必能完全進入美國實體經濟,部分則...
